Going off the map, which points to it being at the 综合训练馆，you will never find this place. Look for the 公寓 just east of the 综合训练馆 and go to the northeast corner of the building( do not enter the building). After that you should see it. It's mostly a shack on the side of the road. The people are nice, very helpful. I'm not sure of their English speaking abilities- the young guy knew "follow me" so he might know a little.
