Netizens Outraged as Foreign Man is "Schemed" in Chaoyang District

A middle-aged Chinese woman accused an unidentified foreign male of hitting her on his bike and injuring her back and legs on Monday (Decemeber 2). The alleged accident took place at the intersection of Zuojiazhuang Dongjie and Xiangheyuan Lu in Chaoyang District. Police arrived on the scene after traffic had been backed up for an hour, and eventually persuaded the man, who protested his innocence throughout the episode, to hand over RMB 1,800 to pay for the woman's subsequent "medical expenses."

Eye witnesses reported that the woman fell to the ground when passing near the man and refused to let go of him unless he compensated her for the ordeal. The lady then draped herself across his bike crying in pain until the authorities arrived. The police eventually escorted both parties to nearby China Meitan General Hospital.

After a series of tests, a doctor's diagnosis found the woman to be "uninjured and perfectly healthy," but the woman collapsed again at the hospital saying she felt "uncomfortable all over her body." Following negotiations, the police eventually advised the man to pay the woman's medical expenses in order to free himself of the ordeal.
 

The story was first posted on Weibo and has run up 242,795 comments under the topic "Young Foreign Man Got Schemed," with almost all commentors saying the "dama" ought to be "embarrassed" at her "awful" behaviour. Some netizens even called for a human flesh search to be initiated in order to identify the woman.

According to the Legal Evening News, another crackdown on motorcycles has been announced by the police because of this incident.

I haven't seen any official announcement on the TMB (police) website ... yet.

In addition to mentioning "special rectification measures" (i.e., crackdown), the article provides the interesting statistic of 130,000 motorcycle registrations in the first 6 months of this year (2013). That is approximately the same number as new car registrations (20,000 per month). Because there are no new A plates being issued for motorcycles, those must all be B plate registrations (unless they are counting transfers in that 130,000 number, which would therefore include A plates).

Agreed on almost all points. Illegal vehicles and drivers should be punished severely, in my opinion.

As to him being the subject of a scam -- I believe that too, because everyone is extorted in such situations, much for the same reasons as Sinopathic noted above.

Although the scumbag scooterist was obviously pretty dumb, he could have been even dumber. He could have bought fake motorcycle plates and a fake driving license through The Beijinger's classified ads. An additional 15 days in the free "hotel" operated by the police, and also several more thousands in fines.

Sure, the inital dog pile was enticing to enhance TBJ click rates. But now that some actual facts are out, including the ridiculous method by which this 100% false story started, how about TBJ's reporting and blog posts coming clean? Admin, admit your mistake. No one can blame the initial blog posters for their comments, given how the story was presented by TBJ.

As for motor vehicle accident scams, Mr Admin, look no further than your beloved USA. How many Americans claim fake injuries (e.g., neck and back injuries) to maximize insurance payouts? How many organized gangs in the USA run bump-and-collect scams? How common is it for an American to "steal" his own vehicle and then claim insurance, or set it ablaze? I believe it is so bad in the USA, that there are large teams devoted to uncovering insurance fraud. Accident scams are not uniquely Chinese. Not by a long shot.

I have an idea. Why don't you go to the actual intersection and look at how the traffic lights, and pedestrian crosswalks, actually work? Somewhat moot, though, if you read the Traffic Code.

The police have issued a report, noting that there was indeed an accident. The foreigner was riding an illegal motorcycle and did not have a driving license. The police have seized his scooter, and he will be punished in accordance with the law (i.e., mandatory detention for no driving license, and fines in the thousands for an illegal bike, etc). I hope they give him the maximum on all counts.

That rag sinopathic at least provided an update ... perhaps The Beijinger should Man-Up and do the same for this poor woman, instead of trying to find fault with her.

Also, the hospital noted that there were soft tissue injuries. She also has a heart condition.

She needs to get a lawyer and sue the rider, as well as the irresponsible journalists that started this reprehensible sensationalism that undoubtedly greatly impacted her reputation.

I inferred that she was crossing against the light because the traffic directly in front of her (where the scooter was coming from) was stopped until she was 3/4 the way through the sidewalk, indicating that the moving traffic was facing a red light (and normally a pedestrian would be as well)

but i just noticed the bus at left thanks to the comments above, so it appears that it was a 4-way stop, or most likely a left turn arrow, which means she was still crossing against the light.

But as the commenter mentioned above, if anyone is more at fault, its definitely the scooter guy

Unfortunately, in that video we can't see the traffic lights, or the crosswalk sign (if there is one). But one can deduce that she was crossing on a green light because:

1) The trafic moving left/right had stopped (see bus & car at bottom left, and bus on the right);

2) The oncoming traffic had stopped (perhaps a common 3 second delay where all directions are red ... or perhaps the first car was slow off the mark, which is why the idiot scooter rider went around ... if we had audio on the video, we might have heard the blaring horns)

Yeah that foreigner is an idiot, but he's driving like pretty much everyone does here: it is proper form for all cars to attempt to cut in front of pedestrians in the crosswalk. That's just the way its done here.

The woman's an idiot for crossing against the light and, as any pedestrian knows in this city, to not be expecting the absolute worst in drivers, all the time, is nothing short of suicidal.

Frankly how about throw them in jail together, same cell, and don't let them out until they both decide on a mutually agreeable solution, without mediation or calls to the outside world.


PS the whole video reminds me of one of those "what's wrong with this picture" games for children -- spot all the traffic violations in this video!

It sure looks that video is the actual accident. I don't know the particular intersection, so I can't recognize anything, nor clearly see any faces - but the woman's coat looks the same, and the rider's head scarf looks the same (I don't think that is a helmet), and there seems to be a passenger. The rider is a complete idiot, riding recklessly & dangerously, and it appears that the collision was much more than just a "touch." The woman was walking in a crosswalk, on a green light.

If that is a video of the actual collision, the laowei rider should:

1) get arrested;

2) get tossed in jail for 15 days administrative detention;

3) be fined the maximum amount for each of his several infractions;

4) have his illegal scooter seized & destroyed; and,

5) get deported.

Also, the media should be held responsible for promulgating false news.

If that was actually that foreign guy who made that stupendously stupid right turn, from the far leftt lane, and couldn't even see people walking through the intersection, then not only should he pay that lady 1800, he should pay every foreign person in Beijing another 100 rmb each, for being such a nincompoop, and causing shame to our noses. That's some of the stupidest driving I have ever seen. And I want to slap him because he is also too fat for his age.

Badr is correct that more info in needed (e.g., traffic surveilance cameras).

Over on Chinese motorcycle forums, it has been pointed out that this appears to be a motorized scooter, not an e-scooter. This is because there is a throttle cable visible on one of the pictures, coming out from the throttle grip (right hand side). I'm pretty sure that e-scooters do not have this cable (the cable that goes from the grip to the carb).

If it is indeed a motorized scooter, it also appears to be unplated (illegal & uninsured), and the rider doesn't seem to have a helmet.

There has also been a video posted of the rider swearing at the woman - very bad form.

One somewhat reasonable theory that has been thrown out on Chinese forums is that the police "mediator" said something like "Look, we could seize your bike, toss you in jail for 15 days, and fine you several thousand rmb. Maybe just pay the woman's medical bills, be done with it, and we'll ignore everything else."

It is all conjecture, at this point, until the police release a report. They just might, given the high profile nature of this case. It might be upcoming on the weekly BTV Traffic program, where they interview the police and show the videos.

It is possible, of course, that the woman was indeed "brushed" and perhaps undertook a massive drama to secure "damages."

Good point but then that would require the police officers to give a damn (Which I assume the every day, run of the mill officer does not). I have a colleague who had his scooter stolen. It was all caught on video. It wasn't until his landlord got involved that he was able to get the scooter back. All it takes is one person, who cares and has a little bit of clout, to make a change. Police officers and security guards are grossly underpaid and overworked. For all we know, they could have profitted off of the incident (I hope not).

I was actually there, and I saw Allen there. When I got there he was beating that woman on the ground ferociously with a large French baguette. From what I heard, Allen had gone to an hourly hotel with her, thinking she was a dominatrix who made ballon toys. Allen, tried doping her up with a mix of ruffies and Axe body deodorant, but it turned out that the woman was actually an undercover spy investigating a hair gel pyramid scheme Allen is suspected of being involved in. Allen tried to run away, but she chased him outside in a stupor, he grabbed the poor foreign guys bread, and started socking her with it. Allen then handed the french bread back to foreign guy, hid behind a noodle cart, and started yelling, the foreign guy did it, the foreign guy did it.

The last I saw was Allen hitting up the noodle cart girl, and he had bread crust all over his jacket.

According to the latest news, the guy did hit the woman, and 1800 kuai was not hand over to the lady but paid for the hospital and ambulance. This middle aged lady is trying to sue the person who took photos and title it as a foreign man was Schemed by a chinese woman, since so many of her acquaintances from homtown called her and insulted her. Plus, this foreign guy was cursing the lady in chinese like you ShaBi, wo cao ni da ye bla bla kinda things.....Guys, just dont believe what people wrote and tried to let you believe at the first time~

True - for all we know the foreigner could have been at fault and the woman was indeed "injured" (though the hospital didn't seem to think so) - but you'll need to provide a bit more context to back up what you've stated above.

Weibo Netizens must not get outside much.

This is the basically the same behavior exhibited at every minor accident in Beijing.

The only difference in the proceedings is the status of the two parties:

Case 1: Perceived Higher Status Hits Perceived Lower Status: lower status feigns injury and demands compensation.

Case 2: Perceived Lower Status Hits Perceived Higher Status: higher status threatens lower status with their authority and connections and demands compensation.

Case 3: Roughly Equal / unclear status of two parties: Protracted argument over who is at fault.

In all cases, all parties remain permanently frozen at the scene in the middle of the road, thereby inconveniencing the approximately 20,000 cars that will pile up behind them in a matter of minutes.

One thing i don't understand when this happens is why the Polica doesn't check the cameras. There is surveillance at any and every corner and they should be able to just phone someone to check. 

The only way these scheeming bastards will learn is that they get fined/jailed if they do this.

I agree with you but unfortunately I don't see this improving. This has been an issue for a while in all parts of China, involving everyone (Chinese and Foreigners). This is the first time I've heard about it happening in some time but the fact that the police "advised" the guy to just pay doesn't ease my mind. The doctors proved that she wasn't injured yet the police wanted to take the easy way out. It didn't help that one person involved was a foreigner, either. I can see the same thing happen over and over again until the police decide to do their job and arrest the correct perputrator. The woman should have been arrested, booked, and fined for being a "public nuisance" (among other things). But she got away with it and was 1800 RMB richer. For all we know, this woman could be scamming multiple people and she is able to continue her facade. Comments online are nice and all but I'm still gonna be extra diligent when I'm riding around on my scooter!
